NC 2-Year Colleges Examine Illegal Immigrant Rules

RALEIGH, N.C. -

A new report suggests North Carolina's community colleges have three options: charge illegal immigrants out-of-state tuition, charge them in-state fees or continue to bar their enrollment.

The consultant's report was released Thursday as the state community college board examines a policy that bars illegal immigrants from the state's 58 community colleges. The strict policy was adopted last year amid questions about whether their enrollment violated federal law.

The report estimates the system could net about $1,700 per student if illegal immigrants paid out-of-state tuition. In-state tuition could cost taxpayers but create a better-trained work force. The report said barring such students would cost taxpayers nothing but lessen the quality of the state's work force.
